PMC Finds Tenants in 216,506 Homes; Tax Concessions Revoked

Pune Municipal Corporation (PMC) conducted a comprehensive survey of 450,135 properties to reassess the eligibility for a 40% property tax concession.

The survey, which spanned from June 20 to August 15, revealed that 216,506 properties are currently tenant-occupied. Consequently, the owners of these properties will no longer benefit from the 40% concession and will be required to pay the full 100% tax.

The survey also identified 229,379 properties where the owners are residing, ensuring that these property owners will continue to receive the 40% tax concession.

Since 1970, the PMC had been providing a 40% concession on the general property tax for residential properties. However, this concession was withdrawn in 2018, and since 2019, new properties were taxed at 100%.

Additionally, properties found to be rented out through a GIS mapping survey also lost the 40% concession. However, due to errors in the survey, some owners of single properties who were residing in them lost their concession, leading to widespread criticism from Pune residents.

The state government decided to cancel the concession, and as a result, the PT-3 form was introduced for claiming it. However, due to various challenges, many people could not submit the PT-3 form. Subsequently, the PMC took the initiative to conduct a door-to-door survey from June 20 to August 15.

The survey was conducted using the PMC's own staff, including 75 encroachment inspectors from the encroachment department and 75 clerks, totaling an additional 150 employees.

During the survey, 229,379 properties were found to be owner-occupied, while 216,506 were tenant-occupied, according to Deputy Commissioner of Property Tax, Madhav Jagtap.
