Administrative inefficiency all over the state pushing crowds towards the Mantralaya

Panduranga Mhaske

In recent days Maharshatra’s administrative headquarter, Mantralaya has become a notorious hot spot for the citizens to come and suddenly attempt suicide. In one month period four people attempted suicide out of which two died. This is seen as a is very serious and shameful situation for a progressive state like Maharashtra.

The trend of suicide in Mantralaya is now unstoppable and in last two years about 12 people attempted suicide. In March 2016 a farmers from Nanded committed suicide at Mantralaya by consuming pesticide. In the same month one more farmer Madhav Kadam from Nanded committed suicide for aid, which the government declared for the drought affected farmers. In June 2016 three people tried to commit suicide, where one was debt-ridden farmer from Marathwada, the second one was a student and third one was a resident of slum in Mulund, Mumbai. Again in next week Madhav Dhakane from Marathwada tried to commit suicide by taking rat poison in Mantralaya.

On November,10, 2018 Dyaneshwar Salve, 28, from Maslakhurd village of Osmanabad district climbed on the parapet of the Mantralaya building and threatened to commit suicide by jumping from the parapet. Later he was rescued safely. He came here for financial help for his farming.

In January 2018 one 84 year old farmers consumed pesticide in Mantralaya. On January 22 Dharma Patil a farmer from Dhulia committed suicide by taking pesticide. Later he died in hospital while the taking a medical treatment in hospital.

The series of suicide did not stop here, it continued in next month too. In February 2018 one youth tried to commit suicide. On February,7 Avinash Shete, a MPSC aspirant tried self immolation at the Mantralaya gate. On very next day February, 8 Harshal Raote jumped from the fifth floor of the Mantralaya and committed suicide.

Now the issue is, why so many people came specifically to Mantralaya and commit suicide in frustration, who is responsible for their suicide. How the suicidal mentality created among the citizens of state.

The basic question that needs to be asked is, why is it really necessary for people to come to state headquarter to solve their problems?  Basically the person, who is citizen of the state should not come at Mantralaya for their work, their administrative work should get done at the local or district level. The government and the administration has to assure them that their work will be done.

In these cases prima-facie it looks like that the people are frustrated due to the non-functioning of public administration at their local level, where they are disappointed as they are not getting their work done.  Very importantly, the government assured a lot to the citizen and now they are not fulfilling their promises committed in election manifesto? As the people are getting their work done at local level and even at Mantralaya level they are facing problems or need to visit the ministers and the senior bureaucrats frequently leads toward frustration. As the frustration level goes high they commit suicide.

In Mantralaya, on the day of cabinet meetings thousands come to meet their elected representative. This happens because the ministers do not meet people in their constituency. They can meet him at his local office in the constituency. Ministers are also not available to meet people on any day except the days of cabinet meetings..  Ministers are just not available in Mantralaya.
Now, the state government has decided to seal all vulnerable spots by fixing grilles, but is it a solution on the problem? certainly not. The government have to fix their efficiency to satisfy the people. The opposition leaders are also blaming that the government has no capacity to solve the problems of the people. The Opposition parties further alleged that the BJP government’s policy failure was forcing people to take the drastic step.

But the psychiatrist have another say on these incidents. They claim that the incidents are on the rise because the suicidal tendency is increasing among the people. The politicians are responsible for it. Though their work has not done that is the major factor in suicide, but the glorification of such incidents are also responsible for this. Many political leaders attends the funeral of such victims, the government immediately announces help to the victims family or assures that his work would done. These are also the reasons behind the increasing suicidal tendency.

NCP leader Nawab Malik said problems faced by the people were not addressed at the district level, forcing them to come to Mumbai.
