Fake Disability Certificate: PMC Commissioner Orders Written Explanations Over Inquiry

Senior officials have clarified that an immediate inquiry into every officer or employee based solely on complaints is not always feasible.

Pune Municipal Corporation (PMC) has come under scrutiny for its delay in investigating complaints about fake disability certificates submitted by seven of its officers. 

Despite serious allegations, the administration has been slow to act, raising concerns about potential attempts to shield the officers in question.

The issue first surfaced when former IAS trainee Puja Khedkar was dismissed after it was revealed that she had submitted a fake disability certificate.

This case prompted further investigation, leading to complaints being lodged with the Disability Welfare Department against seven engineers at PMC. 

These engineers allegedly used fraudulent disability certificates to gain employment. The department requested a formal investigation, and the Disability Welfare Commissioner sent a letter to PMC, urging action.

However, when the PMC’s personnel department approached Commissioner Dr. Rajendra Bhosale for permission to begin the inquiry, the response was unexpected.

Instead of authorizing a full investigation, Dr. Bhosale instructed the administration to first obtain written explanations from the accused officers.

This decision has sparked questions about the effectiveness of such a measure in verifying the authenticity of the disability certificates. Many are asking how merely obtaining written explanations will prove whether the certificates are genuine or fake.

The administration’s move to seek explanations rather than launch a direct inquiry has raised suspicions about whether efforts are being made to protect the officers involved. Critics argue that written explanations could serve as a delay tactic, potentially allowing the officers time to cover up the alleged fraud.

In response to these concerns, senior officials have clarified that an immediate inquiry into every officer or employee based solely on complaints is not always feasible. 

According to them, the process of obtaining written explanations is necessary to understand the full picture, and only after reviewing the officers’ responses will further action be taken.
