Mumbai: Finance Minister Sudhir Mungantiwar on Tuesday demanded at a Cabinet meeting that assets and sources of income of all IAS officers and their spouses should be declared.
As the Cabinet meeting began, Mungantiwar raised the issue with some papers and asked Chief Minister Devendra Fadnavis why IAS officers have no compulsion about declaration of assets. “If the elected members have to submit the details of their assets and income sources of their spouses and children and assets, then why this is not applicable to the government servants?” he asked.
According to some ministers who attended the meeting, Mungantiwar was angry with some IAS officers and they should be come under the preview of the rule.
The Department of Personnel and Training (DoPT) wrote in April 2011 to all Central government departments, states and Union territories asking them to ensure submission of immovable property returns (IPRs) by IAS officers working with them by January 31, 2018.
The government had already asked all IAS officers to submit details of their assets and warned that failure to do so would lead to denial of vigilance clearances needed for promotion and foreign postings. Officers who did not submit their IPR as on January 1, 2018, on time would be denied vigilance clearances and will not be considered for promotions and empanelment for senior-level posts in the government of India. An online module has been designed for the purpose of filing of the IPR. Officers have the option of uploading the hard copy of the IPR by January 31 in the online module.
One minister, on condition of anonymity, said that if ministers have to submit the details of property and income sources of their spouse and kids, then why officers do not have to do so as they are public servants.
