According to Maharashtra state regulations, government employees are often called upon to serve as witnesses during site inspections of serious crimes, fulfilling a crucial role in the judicial process.

Following this directive, Vitthal was summoned to participate in a panchnama. However, after the necessary documents were prepared, he refused to sign the inspection report at the last minute, despite multiple instructions.

Officials attempted to clarify that assisting in government procedures, such as signing a panchnama, is a mandatory duty for a municipal employee. Moreover, Vitthal had received a written order from his office directing him to be part of the site inspection. His refusal to comply with these orders and sign the report prompted the police to take action against him.

The refusal has raised concerns about compliance and responsibility among municipal employees in legal and administrative procedures. The case against Vitthal highlights the importance of adherence to official directives, especially in matters involving judicial processes.
