Pune: Ganesh Mandals in Pune that received a five-year permit last year will not need to reapply for permission this year, according to a decision by the state government.
However, any modifications to the mandap, stage, or arches will require the mandal's officials to inform the local police station.
In 2023, the state government introduced a policy allowing law-abiding Ganeshotsav mandals to secure permission for a continuous five-year period.
Mandals that were granted approval under this scheme last year can proceed without reapplying for the current year, provided they adhere to the conditions set forth in their original permit.
For newly established mandals, the police have implemented a one-window system at local stations to streamline the permit application process. However, these mandals must meet all required conditions to obtain approval.
Some mandal officials have raised concerns about being redirected between police stations due to jurisdictional issues. The police have clarified that jurisdiction boundaries remain unchanged, and mandals should apply at the station corresponding to their designated area.
Key Conditions for Ganesh Mandals:
Registration: The mandal must have a valid registration certificate from the Charity Commissioner.
Procession Display Limits: The height of displays during processions should not exceed 14 feet, and the width should be no more than 10 feet.
Event Timing: Mandal events are permitted until 10 PM only.
Safety and Compliance: No-objection certificates must be obtained from the fire and traffic departments when setting up the mandap, arch, or stage. The structure must conform to the approved dimensions.
Electrical Safety: Certification from an electrical inspector is required for all electrical installations.
Security Measures: Mandals must appoint volunteers for 24-hour protection of the deity’s idol, install CCTV cameras, and ensure that no alcohol is consumed on the premises.
Respectful Conduct: Mandals must take precautions to prevent harassment of women and ensure that contributions are voluntary. Additionally, religious sentiments should not be offended, and the use of bright beam lights and loud sound systems should be minimized.
Sandeep Singh Gill, Deputy Commissioner of Police, Zone 1 stated, "For mandals with a five-year permit, reapplication is not necessary this year unless there are changes to the mandap or stage setup. Furthermore, mandals participating in the main immersion procession will need to obtain a separate pass from the police."
